Manager, Technology Public Policy

This role serves as the company’s primary leader to help drive Raytheon Technologies position on legislative and regulatory issues pertaining to technology policies on the economic, political and social impact of our businesses. This position will be based in our Washington, DC office and will report to the VP, Global Public Policy.

 Responsibilities include but not limited to the following:

  • Drive and support the development of technology and innovation policy regulations and assessments
  • Lead development assessments that are favorable to RTX on technology that include, privacy & security, data protection intellectual property and cyber   
  • Inform lobby practices on the technology innovation, export controls, intellectual property rights and cybersecurity/privacy
  • Provide technical, data and policy support in the implementation of regulations, policies and guidelines related to technology  
  • Provide support efforts to educate Congressional members on the need for the implementation of public policy issues
  • Assist with the strategy and help with conducting outreach to governments and agencies on environmental policy issues
  • Respond to government request for comment on a variety of issues
  • Support relationships with association/coalition committees that represent a wide range of businesses and industries to drive technology policy and regulatory goals
  • Work with cross-functional teams, business leaders, customers and other government relations team members to develop creative solutions that incorporate government relations into business problem solving
  • Communicate and advise business leadership at all levels of the business on impact, advocacy, and possible strategies that are important to Raytheon Technologies
  • Coordinate strategy with our consultants and trade associations representatives to ensure active engagement on areas of interest in technology policy to RTX
  • Support opportunities for the VP,  Global Pubic Policy to interact with key governmental officials
  • Perform qualitative analysis of technology public policy effects on the company and industry
  • Participate or lead teams projects on technology 
  • Fact-check materials used for international external audiences
  • Utilize analytical methods and techniques to analyze technology policy issues
  • Manage additional issues and processes for RTX business units as assigned
  • Prepare executive written documents/summaries and oral presentations on complex technology policy issues that are important to RTX and the businesses
  • Other duties as assigned by the VP, Global Public Policy


  • Minimum of 12 years of prior relevant experience in public policy, and technology regulations
  • Bachelor's degree from an accredited university in public policy, political science  

Desired Skills:

  • Interdisciplinary understanding of environmental and trade issues; in-depth understanding of political, economic and social aspects of environmental and trade issues 
  • Demonstrated ability to grasp complex technical and policy issues and understanding of environmental laws and policies
  • Comprehensive understanding of the legislative and regulatory process, statues, regulations, government processes and key policy issues affecting our businesses
  • Familiarity with key US house and Senate Committees responsible for related legislation 
  • Experience working on Capitol Hill on public policy issues and working in Think
  • Tanks 
  • Excellent deep business acumen and strong political judgement
  • Proven ability to operate effectively in an independent, strategically and tactically focused role with strong interpersonal skills, independent judgement, and deep understanding of business needs
  • Ability to anticipate challenges/obstacles RTX could face as the public policy landscape evolves
  • Understanding of the potential impact on policy debates and decisions on the political environment
  • Intensive experience to develop and implement creative ideas
  • Outstanding skills in time management and ability to manage multiple projects under tight deadlines
  • Executive presence and demonstrable record of providing advice that incorporates government relations experience and legislative knowledge
  • Self-motivated dedicated team player with proactive approach 
  • Experience in creating and advocating for environmental trade and policy issues and leading collaborative research tasks
  • An established record of adherence to superior ethical standards
