The Enterprise Application Services Portfolio Team is seeking a portfolio operations professional (Principle Specialist IT Project Management). This position will work closely with multiple project teams and/or Agile Release Trains, to ensure program success by building a plan that provides predictable results and meets business goals within the planned cost and schedule.

Open to Telecommuting in the US.

Duties include (but are not limited to) the following:
  • Lean Agile Portfolio Intake and Prioritization:
    • Partner with Business Relationship Managers (BRMs) and Service Line Leaders to ensure timely and accurate intake of all EAS opportunities into the Portfolio of Work.
    • Assist the Portfolio Manager in collecting/maintaining the information needed to facilitate prioritization of opportunities to advance for resource assignment and execution, based on key criteria.
  • Project monitoring / control:
    • Create EV or Financial Predictability plan (BCWS / Time Phased Budget) from the IMS or Basis of Estimate, leveraging lean agile funding approaches where possible
    • Performs analysis and prepare reports to assist in ensuring that programs meet or exceed cost, schedule, and business outcome commitments
    • Perform cost impact analyses on schedule, resources and other variables to assist Project Manager with assessing variances
    • Manage Monthly EV (Collect actuals, complete EV calculation & analysis) for efforts where EVMS has been deemed necessary or valuable
    • Facilitate LRE and EAC support and analysis
    • Support any Replan(s) / Rebaseline(s)
  • Project Estimating and Structuring:
    • Develop WBS
    • Consolidate estimate inputs (Worst Case, Best Case, Most Likely)
    • Build Financial Business Case and Basis of Estimate (BOE)
    • Provide recommendations and best practices
    • Ensure adherence to policies and guidelines
  • Lean Agile Budgeting and Performance Management
    • Create and analyze Burn Up Charts to monitor Agile Release Train costs
    • Support portfolio management with EPIC and Value Stream funding approaches

Job Description:
  • Identification, tracking, measuring, reporting and analyzing key financial management metrics across the performance portfolios
  • Actively engage and partner with the Global Business Services (GBS) BM&O organization to identity and implement financial management best practices
  • Develop and continuously improve project planning and execution discipline, templates, tools, practices, guidelines and processes
  • Serve as a subject matter expert in the area program planning and control to Corporate PMO resources and provide guidance and coaching on an as needed/requested basis
  • Promote the application and development of effective program management principles and practices, including IPDS, EVMS and Scaled Agile Framework
  • Drive efficiencies by seeking to simplify processes without compromise to results
  • Support the achievement of Corporate IT organizational strategies, goals, and objectives
Required Skills:
  • Minimum 6 years of professional experience in Program Management or Program Planning & Scheduling
  • Minimum 4 years of project management experience in an engineering/manufacturing/IT environment
  • Experience in using MS Office suite products (MS Project, Word, Excel, PowerPoint, etc.)
  • Use of the Atlassian suite of products and/or other Kanban and Agile Development tools
  • Knowledge of the Earned Value Management System (EVMS) and applied knowledge in Agile Performance Management
  • Ability to balance technical/cost/schedule constraints to achieve customer satisfaction
  • Interface and influence at all levels of an organization
Desired Skills:
  • Raytheon Six Sigma (R6S) Specialist or similar certification
  • SAFe Scaled Agilest Certification
  • Risk and Opportunity Management
  • Use of formal project, portfolio and program planning software
  • APEX EV PMX Tool
  • HP Project and Portfolio Management Center (PPMC) – Project and Program Modules
  • Experience managing IT projects using SDLC’s such as IPDS or Passporting,
Required Education (including Major):
Bachelor's Degree in Engineering, Computer Science, Mathematics, Finance or related discipline or equivalent relevant experience
