The Technology Program Manager role in OGC Operations serves as a champion of digital transformation, automation and analytics to one or many OGC practice areas, including but not limited to legal, contracts, global trade and ethics and compliance. The leader should have the ability to quickly learn and understand business processes within OGC, document processes, develop user stories to implement technology and work with technical resources to turn requirements into solutions. The program manager must work independently with minimal oversight leading enterprise teams, often with senior business representatives and influencing OGC leaders to effectively drive change. The program manager plays a key role to deploy technology to OGC that is user-centric, affordable and efficient and helps shape the larger OGC technology strategy and roadmap.

Job Responsibilities:
  • Identify opportunities for digital transformation in OGC practice areas or in partnership with business teams and Enterprise Services focused on business value
  • Document business processes and partner with subject matter experts to identify process improvement opportunities
  • Diagnose gaps in business processes or uncommon processes and facilitate process alignment and optimization discussions; influence key leaders and stakeholders to transform for value
  • Develop user stories and functional requirements for new technology. Serve as the OGC liaison to Enterprise Services and other technical experts to turn functional requirements into digital solutions. Accountable for all cross functional team activities on projects
  • Lead large projects from process documentation through deployment, including resources from other organizations and from external suppliers.
  • Develop business cases for large investments – focusing on hard savings Return on Investment (ROI) to justify technology investment. Capitalize on past experience to show how projects impact books, sales, margins and cash position
  • Partner with OGC leadership at the business and corporate level to influence technology investment and prioritization
  • Engage internal and external service providers to perform work and effectively manage interdependencies in projects and programs
  • Develop value realization strategies and action plans in partnership with stakeholder teams
  • Develop organizational change management strategies and action plans to drive utilization and value realization for enterprise OGC technology solutions, even after initial deployment and project closure
  • Proactively manages risks and opportunities on projects and initiatives to ensure on time and on budget delivery with the proper escalation and stakeholder alignment

    Skills Required:
  • Works independently under minimal supervision
  • Demonstrated process improvement experience
  • Experience leading cross-functional and cross business teams including but not limited to leadership of enterprise projects
  • Strong business acumen and experience developing business cases
  • Stakeholder management – aligning and engaging an enterprise team towards a common goal, including executive presence and influence
  • Functional requirements definition experience
  • Risk and opportunity management
  • Experience developing change management plans and tool/system training

    Skills Desired:
  • Experience as a practitioner in an OGC practice area (i.e. attorney, global trade leader, contracts manager or similar role)
  • Advanced Raytheon Six Sigma or other operating model training
  • Scaled Agile Framework (SAFe) certification or equivalent
  • Experience as a team member deploying tools or systems internationally

    Education & Experience
  • Bachelor's degree in business, legal, economics or other related field; OR equivalent years of experience. MBA preferred
  • Minimum 12 years of professional experience; preferably related to technology deployment in a highly matrixed organization
