Job Summary:
Raytheon Missiles & Defense (RMD) Contracts is seeking a Contracts Manager to support the Standard Missile-3 (SM-3) Block IIA (Blk IIA) Production program in the Strategic Missile Defense Mission Area. SM-3 Blk IIA is an RMD high-visibility program as a multi-billion dollar missile defense solution critical to regional defense. Under these contracts RMD supports the Missile Defense Agency‘s mission by performing U.S. and Foreign Military Sales work across the entire development, production and sustainment effort lifecycle of the SM-3 IIA system. This position provides visibility and interaction with various levels of management and is based in Tucson, AZ. Ideally, the selected candidate will work in Tucson but the hiring manager may allow the candidate to work remotely from other cities that are within commuting distance of a RMD field office. Ability to travel domestically is required.

The successful candidate will be a vital member of the SM-3 IIA Production team and responsible for contractual management of production efforts during on-going development, requiring close coordination with the development team. The ideal candidate possesses skills and strengths in contract management, finance and program management. The selected candidate will provide innovative solutions to management based on contractual rights, obligations and risk mitigation across production and development.

Responsibilities to Anticipate:
  • Participate in complex change management
  • Provide customer engagement and collaboration
  • Work on Request for Proposal (RFP) assessment, proposal strategy, planning, and negotiation for follow on fiscal year production proposals and awards
  • Engage in contract administration

An advanced degree in a related field may be substituted for 3 additional years of experience.

Qualifications You Must Have:
  • Bachelor’s degree in Business, Finance, or related field
  • 8 years of experience in contract administration
  • Department of Defense contract experience
  • The ability to obtain and maintain a US security clearance. U.S. citizenship is required as only U.S. citizens are eligible for a security clearance.

Qualifications We Value:
  • Existing DoD Secret Clearance
  • Experience with proposal preparation and contract negotiation
  • Experience managing production, development or service contracts valued at $50M or higher
  • Experience in Earned Value Management System
  • Experience with multiple contract types and vehicles including IDIQ, FPIF, FFP, CPIF, CPFF
  • Demonstrated experience working in a matrix environment
  • JD and MBA a plus
  • A proven track record of success in domestic contracting including terms and conditions, FAR/DFARS, employing policies and procedures, and Risk Mitigation
  • Strong demonstrated ability to work independently and as a collaborative team member in a fast-paced, multi-tasking, mission critical environment
  • Computer proficiency - Experience in Microsoft Word, Excel, Power Point, and shared databases

This position requires the eligibility to obtain a security clearance. Non-US citizens may not be eligible to obtain a security clearance.
