Role Title: Sub- Contracts/ Contract Manager

Overall Purpose:

Collins Aerospace is looking for a motivated Sub- Contracts/ Contract Manager with extensive supply chain experience. The successful candidate will be able to demonstrate accountability and leadership focus whilst driving consistency in our subcontracting and operational procurement functions.

This role reports to the Head of Operations and is full time, based out of our Lane Cove facility. This position represents a development opportunity to provide strategic vision, leadership, and guidance to subcontracts and operational procurement employees whilst maintaining and executing consistent compliance across the organisation.

Key Accountabilities:

  • Leads the subcontracting effort to establish the overall subcontract plan, proposal review criteria, analysis, and evaluation of proposals.
  • Plans and leads negotiations with suppliers
  • Acts as Business Advisor to internal customers; employs business acumen and   experience to provide market knowledge, supply chain solutions, and proactive support  to business units.
  • Deals with contract Terms & Condition, flow down change requests by suppliers
  • Responsible for all Ariba case files and administration for supplier approval
  • Leads and conducts proposal preparation, and management of lower complexity subcontracts.
  • Serves as primary contact for internal program customers. Charged with building and maintaining relationship with first level program management
  • Responsible for managing supply chain issues on a program which is of relatively low risk and complexity or is a portion of a larger program.
  • Responsible for risk management of subcontractors on existing program.
  • Responsible for execution of programs more than $10M (total program) with significant subcontract content that represents roughly 25% of the total program value or critical portions of the program.
  • Provide leadership and guidance on KPI's and goal setting that is achievable yet challenging
  • Reviews and approves purchases within designated DOA.
  • Executes and implements the established policies and procedures for the operation of procurement activities.
  • May be involved in monitors the cost, schedule, and performance aspects of the procurement operations.
  • Responsible for the total performance management of Rockwell Collins suppliers, this Includes but not limited to cost, quality, and performance delivery.
  • Coordinates purchasing activities with engineering and manufacturing departments to maintain
  • Responsible for the relationship management of Collins supply base.
  • Responsible for workforce planning to ensure the efficient operation of the function: Oversees staffing, development, performance management/evaluation, diversity, health/safety, and employee relations.
  • Shares accountability for the planning, development and execution of major subcontract initiatives and industrial procurements throughout the global Enterprise consistent with the related prime contract, business plan or annual operating plan.
  • Conducts internal and external cadence reviews with subcontract administrators and internal customers.
  • Presents program status at program reviews and to senior leadership, communicating with all levels of the Enterprise.
  • Collaborates with and supports all business units Develops and manages performance-based subcontracts, acting as a resource for contracts, interpretation of business law, terms and conditions, and supplier financial analysis. Interfaces with business unit leadership to resolve subcontracting issues and set strategic direction for all subcontracts. Ensures monitoring and reporting of subcontractors via departmental, M&S Scorecard and PMO cadence reviews.
  • Implements consistent subcontracting policies and procedures enterprise wide. Ensures compliance with all import and export rules and regulations. Provides interpretation and leadership to ensure good business practices consistent with government and Enterprise policies, procedures, and ethics.
  • Supports Head of Operations in the creation of the strategic financial and annual operating plans, establishing departmental objectives, and manages the department budget.
  • Ensures contract awards are completed on time, in a consistent format, and meet all DOA requirements.
  • Provides leadership, guidance, and training to subcontract and procurement employees.

Reports to the Head of Operations, has a high degree of autonomy in role and appropriate levels of DOA for grade.
