Raytheon Technologies is offering a great opportunity for an ENTERPRISE EXERCISE PLANNER SUPPORT position based in Springfield, VA. This program provides Enterprise Watch and Operations Support that maintains a proactive interface with multiple Department of Defense (DoD) and IC mission partners and war fighting organizations. It provides mission assurance and contingency operations and exercise support, conducts threat and vulnerability assessments, defensive space control analyses, and assessment of mission contributions and loss impacts during anomalies. This is a day-shift position that may require periodic shift/off-hours coverage to support 24x7x365 testing and exercises.
JOB DUTIES & RESPONSIBILITIES:
Developing operational scenarios and related documentation for assessing exercise targets to internal goals. Prepare concepts, ideas and tactics, techniques and procedures into exercise procedures and plans. Develop deviations, analyze data, and track trends during exercise simulations and prepare leadership briefing on results of the exercise. Coordinate with operations and engineering to insure baseline changes are adequately evaluated, tested, and seamlessly transitioned to operations. Provide technical knowledge and analysis for highly specialized data processing and engineering activities, and provides advice on exceptionally complex problems which require extensive knowledge of the subject matter for effective implementation. Applies principles, methods and knowledge of the functional areas of expertise to specific task order requirements, advanced mathematical concepts and methods to exceptionally difficult and narrowly defined technical problems in engineering and other scientific applications to arrive at automated solutions. Design and prepares technical reports, studies, and related documentation, makes charts and graphs to record results. Prepare and delivers presentations and briefings as needed by the task order. Identifies, assesses, documents and disseminates mission threats and vulnerabilities. Support training material development and maintenance, and conduct certification and proficiency training.
Must have a TS/SCI security clearance with a current polygraph.
Bachelor's Degree in Engineering, Mathematics, Physics, Sciences or STEM related discipline
Master's Degree or equivalent experience in a technical field and previous exercise planning experience desired.
Minimum of eight (8) years of significant experience in operational test planning, scenario and procedure development, coordination and implementation, and report preparation.
Ability to periodically support customer- and environment-driven surges through exercises, anomalies, or major program activities.
Ability to coordinate and accomplish large scale work group meetings, progress reviews and coordinating across teleconferences (secure and unclassified).
Ability to assess and evaluate necessary resources for effective test completion.
Understanding of attack vectors, and the consequence of cyber and infrastructure attacks.
Must have a productive record of effectively interacting with senior external personnel on significant technical matters, often requiring coordination between organizations.
Demonstrated experience and proficiency with Windows and Unix/Linux based operating systems, software requirements, and software maintenance.
Demonstrated ability to not only work in a dynamic operational environment, but to also regularly identify product and process improvements or enhancements.
Thorough technical, critical thinking, and problem solving skills in a demanding, high-visibility, operational environment.
Must have excellent oral/written presentation, interpersonal and team player skills.
Experience with Microsoft Office & Visual Studio and Adobe Products
Experience using Perl (Active State and/or Open IDE), Java, C++, FORTRAN, Mathcad and Matlab.
Familiarization with AGI STK, BVI, MKS and ArcGIS
Familiarization with Orbital Mechanics and/or space vehicle command and telemetry concepts and operations
