The Raytheon Electronic Warfare Systems Engineering department in Point Mugu, California has an immediate opening for an Integration & Test Lead. This is an exciting and a very key role providing critical integration and test (I&T) leadership within multiple key product families within the Electronic Warfare (EW) mission area relating to Electronic Support (ES) and Electronic Attack (EA) capability.

The Integration & Test Lead will be responsible for the execution of all Systems Engineering tasks and work products on the A/N ALR-67(V)3 program. The ALR-67 is a Radar Warning Receiver on the F/A-18. The purpose of the ALR-67 is to provide warning and information to the operation and other sub-systems on the aircraft. You will have the opportunity to greatly influence the results provided to our clients by assuring technical integrity and quality of the systems engineering work throughout the program lifecycle, across all IPTs including system architects, system/subsystem designers, requirements and IVV through compliance to engineering processes and procedures.

Responsibilities include involvement in multiple stages of system development, from system architecture development to developmental testing and system verification activities. The role requires Integration & Testing leadership within engineering teams as well as coordination with logistics and security to ensure successful demonstrations both on-site and at remote locations.

New Business / Proposals

  • Participates in the development of cost and technical volumes for new business/proposals.
  • Participates in the development of the IV&V Strategy portion of the Technical Baseline.
  • Responsible for all IV&V BOEs supporting the scope of the program.
  • Responsible for participating in initial IPDS tailoring.
  • Responsible for working with the Chief Engineer (CE) and LSE to roll up Engineering bids into one Integrated Engineering bid and obtain approval by the participating centers.
  • Works with Business Development and Capture Management to provide input into technical solutions and approaches, contribute to technical proposals, trade alternative system IV&V solutions, and help customers develop verifiable requirements.
  • Engages with Subsystem Designers to ensure that the Test and Verification of Hardware, Firmware and Software Elements of the system supports the overall System IV&V plan.
  • Supports the CE in establishing verifiable requirements for the system.
  • Ensures that the Program Test Strategy includes production test elements by ensuring Test Verticality and appropriate setting of Test Margins to support High Yield product through the production test phase.
  • Responsible for defining and communicating to the Customer the Test Objectives and Maturation Plans required to support the overall development, integration, test and maturation of the capabilities of the customer’s system.
Program Execution
  • Responsible for program compliance with systems engineering IV&V processes.
  • Establishes the program IV&V organization, schedule and milestones alongside the CE and Program Management (PM).
  • Responsible for tailoring of Systems engineering processes commensurate with the defined program scope of work.
  • Determines, sets, & monitors IV&V technical priorities to meet cost, schedule, and performance.
  • Responsible for development and adherence to the SEMP, IV&V Plan and tailored IPDS plan.
  • Works with the program design team and the Customer through the SRR phase to ensure that requirements are verifiable, and that there is mutual agreement by all parties on the Test Methodology to be used to verify the requirements (VCRM filled out with methods described in detail).
  • Responsible for delivering all program CDRLs or SDRLs associated with System Test and Verification.
  • Responsible for the integration and verification strategy of the system.
  • Assists the IPTs and CPTs to resolve technical systems and interface issues.

Responsibilities will include the following:

Required Skills:
  • Minimum 10 years related systems engineering experience in EW or Radar programs including prior leadership experience.
  • Prior leadership experience with cross-disciplinary teams to coordinate multi-faceted technical, logistic, and security operations in a complex multiple stakeholder environment.
  • Excellent verbal communication skills with ability to present data and explain results to subcontractors, senior level executives and customers.
  • Experience and understanding of implementation processes that include Earned Value Management and Integrated Product Development.
  • Familiarity with RF/Microwave principles and methodologies to support developing and conducting tests in laboratories and field environments.
  • Must Have Active (or active within past 24 months) DoD Secret Clearance.
  • Occasional business travel is required.

Desired Skills:
  • Experience in I&T of EW systems at military lab/range/flight test facilities.
  • Experience in radar threat analysis and EW technique development/analysis.
  • Working knowledge of I&T principles/tools for DevSecOps, digital engineering, and Agile.
  • Signal processing development, modeling, and test.
  • Experience with special test equipment (STE) development.
  • Familiarity with Xilinx, Altera, MATLAB, Simulink, SVN Subversion.
  • Experience contributing to proposal technical and cost volumes.

Required Education (including major):
  • Bachelor’s degree in Science, Technology, Engineering or Mathematics (STEM) discipline.

Desired Education (including major):
  • Master’s / Ph.D degree in Science, Technology, Engineering or Mathematics (STEM) discipline.
