Raytheon Intelligence & Space (RI&S) has an opportunity for a Field Quality Manager (FQM) position in the North Central Region of the United States.

The FQM will ensure that our supply base meets Raytheon’s flow-down quality requirements prior to shipment. They will work proactively with suppliers and program contacts to identify risk mitigation strategies for critical suppliers, review product for conformance, deploy third party resources where appropriate, and actively participate in Root Cause Corrective Action (RCCA) and supplier improvement engagements. This position requires a thorough understanding and experience with the application of both Quality and Technical Data Package requirements across a variety of commodities.

The FQM position is based in the North Central Region of the United States. The FQM must live in southern Minnesota or Southern Wisconsin, and within 50 miles of a major international airport. This is a home-based assignment with primary responsibility of North Central Region U.S. Suppliers and possibly some international travel. Domestic travel is predominately driving 50-300 mile radius with some flying. Travel, which includes day trips and some overnight, is expected 40-60% of the time. This position is expected to be 40 hours per week with some periodic overtime.

Key responsibilities include, but are not limited to the following:
  • Monitor assigned suppliers performance, analyze gaps to 100% quality and collaborate with programs and suppliers to develop and implement performance improvement plans.
  • Understand how to identify supplier risk and how to mitigate it.
  • Perform quality planning for in-process and final inspections.
  • Plan and perform in-process and final verification of product (source inspection) at suppliers in accordance with applicable drawing and purchase order requirements.
  • Witness and verify product acceptance testing
  • Verify and perform First Article Inspection (FAI) in accordance with AS9102.
  • Perform and lead pre and post-award assessments.
  • Perform and lead supplier product and process assessments
  • Perform and lead Quality Management System (QMS) Audits.
  • Participate in supplier design reviews (system verification and validation, hardware, and software).
  • Participate in problem resolution during program design and execution phases.
  • Provide oversight, guidance and direction to contracted 3rd-party source inspectors (2 to 3 inspectors).
  • Develop process improvement plans in collaboration with supplier.
  • Facilitate supplier improvement for significant problems and trends identified in the field using RCCA tools and skills.
U.S. Citizenship status is required, as this position will require the ability to access US only data systems.

Required Skills
  • Possess a minimum of 8 years of prior Supplier Quality or related experience
  • Valid US Driver’s License
  • Experience with Supplier Product Inspections: First Article of Inspection (FAI), Final and In-process
  • Experience with Circuit Card Assemblies (CCAs), Printed Wire Board (PWB), Wire/Cable, Electrical Items, Complex Assemblies, and Machining
  • Working knowledge of QMSs (AS9100 and ISO9001)
  • Experience with Supplier QMS audits and pre and post award, product, process, and assessments
  • Possess supplier monitoring and improvement skills: Statistical Process Control (SPC), RCCA, Process FMEA, Six Sigma and Design of Experiments (DOE)
  • Ability to work through difficult situations and arrive at creative solutions that meet the needs of our internal customers
  • Ability to work collaboratively with peers, subordinates, and external partners for success
  • Ability to analyze, identify, and drive to root cause of various supplier issues, and recommend appropriate corrective actions
  • Ability to perform quality planning for in-process and final Inspections
  • Ability to identify and mitigate supplier risk to the program
  • Ability to negotiate with key supplier personnel in order to prioritize Raytheon’s needs
  • High level of computer skills, including Microsoft Word, Excel, PowerPoint
Desired Skills
  • Experience in dealing with military customers
  • Experience with assembly/manufacturing processes, integration and test operations and procedures in support of high-reliability products
  • High Reliability soldering experience (J-Std-001 or IPC 610)
  • High Reliability PWB inspection experience (Institute of Printed Circuits (IPC) 600)
  • Additional experience in engineering and / or manufacturing
  • Knowledge of project management principles
  • Knowledge and working experience with SAP (PRISM)
  • Experience and knowledge of military product development phases
  • Knowledge of reading defense related drawing and specifications
  • Excellent communication skills, able to present professional image while working with the supplier community, and ability to develop effective working relationships with key suppliers in assigned geographical region
  • Self-directed and self-disciplined, with the ability to work off-site with minimal supervision
  • Must be results oriented with the ability to quickly resolve problem in high-pressure situations
  • Ability to obtain a U.S. DoD Secret Clearance

Required Education
  • Typically requires a degree in Science, Technology, Engineering, or Mathematics (STEM) and a minimum of 8 years of prior relevant experience unless prohibited by local laws/regulations.
