The Advanced Electro Optics Electronic Warfare Program Manager is responsible for program execution of multiple classified study and prototype contracts ranging in size from $1 - $30M with a 5 year AOP un-factored growth target of $100M. This position is responsible for effective execution and reporting of all efforts to both the customer and to The ACT AEO leadership.
The role of this position includes establishing and maintaining excellent customer relationships in a complex technical environment and partnering with government counterparts to market potential programs in the Science and Technology Acquisition community. The quality of execution of these technology studies and prototype contracts, along with these customer relationships, will shape major future programs. It is vital that Raytheon understand the customer needs to enable us to provide low-risk solutions in the near-term and more extensive solutions in the future. The technology developed and/or presented through these studies/prototypes and the execution of these contracts is key for Raytheon to continue to receive current and future awards.
Along with the technical complexity, this team member will need to maneuver through very complex customer communities ranging from highly technical to end users. In addition, this team member will be required to maneuver complex security requirements. This individual will be expected to have highly persuasive skills to guide peers, executive level individuals and senior level customers to make investment decisions resulting in new programs. Collaboration with other RI&S product lines will be expected in the form of influencing strategies to take advantage of multi-sensor solutions while pursuing/capturing traditional programs. This position will report into the Advanced Early Warning portfolio of Advanced Electro Optics and will be part of the AEW Leadership Team.
Responsibilities include, but are not limited to:
•Program execution - will be responsible for presenting program status utilizing business and project management tools and procedures such as Agile Development, IPDS, EVMS, IMS/IMP, Risk Management, Financial Forecasts and EAC
•Transition programs to RI&S Mission Areas
•Working with all functional organizations to ensure program is properly staffed and ensuring that the functions are engaged on programs
•Organizing and tracking performance of engineering subject matter experts
•Gain customer pull generating new programs
•Turning engineering ideas into conceptual programs
•10 years of related DoD experience in Systems Engineering and Program Management
•Understanding of EO/IR sensor technology and Electronic Warfare
•Managing special access programs
•Understanding of Raytheon’s products
•Experience interfacing with DOD and/or Science & Technology customers
•Active DoD Top Secret Clearance with ability to obtain special access
•Customer Interface experience such as presenting program status utilizing business and project management tools and procedures
•Experience with Agile program start-up and execution
•Experience managing and reporting EVMS, cost & schedule, Risk, Financial Forecasts and EAC’s
•Experience managing strategic programs to cultivate growth
•Hands-on experience working with customer to derive requirements
•Understanding of EO/IR systems architecture or software architecture
Required Education (including Major):
•Bachelor’s Degree in Engineering, Science, or Mathematics
