Raytheon Intelligence & Space (RIS) is seeking a strong candidate to join the RIS Test Strategies and Factory Technology Solutions Procurement Team as a Senior Procurement Specialist. This position will manage medium and high complexity procurements for test and factory automation technology solutions in support of RIS locations. The Senior Procurement Specialistwill be the focal point for communications between the internal and supplier cross-functional organizations for these procurements.

Responsibilities include but are not limited to:
  • Support early supplier identification, selecting qualified suppliers and seeking alternate suppliers (when applicable)
  • Be knowledgeable about the technology and industry they source including RTN Engineering, Operations and supplier technology roadmaps
  • Compiles and analyzes information to keep informed on industry trends and manufacturing processes.
  • Collaborate with other Raytheon business units to find synergies and leverage within the supply base
  • Leading Supplier interaction and collaboration with the RIS Team to manage build-to-print or SOW procurements for test and factory technology solutions
  • Developing and managing RFI and RFQ in support of test and factory automation technology solutions
  • Leading supplier negotiations (price, schedules and terms & conditions)
  • Preparing POs and PO documentation in accordance with company directives and RIS work instructions
  • Managing Suppliers to meet RIS requirements with the desired quality and delivery
  • Post-award management of POs in accordance with company directives and RIS work instructions
  • Preparing and executing PIAs
  • Preparation and execution of Long Term Agreements as required
  • Identifying and developing opportunities for small business participation
  • Supplier development
  • Minimal travel


Required Knowledge and Experience:
  • Minimum of 8 years’ experience in supply chain on complex procurements of factory automation technology solutions or related experience in strategic sourcing, subcontract management or material program management
  • Reading and understanding drawings, specifications (including pulling drawings from RIS systems) and other engineering documents including complex SOWs
  • Subcontract compliance with Public Laws, Raytheon policies, Federal Acquisition Regulations (FAR/DFAR), and ITAR and import/export requirements
  • Lead formal negotiations (price, schedule and supplier exceptions to contractual flow down requirements, as well as standard Raytheon Terms and Conditions)
  • Preparation and execution of Long Term Agreements as required
  • Experience with risk management, lead, facilitate, and apply judgment - identify problems, engages appropriate stakeholder, and drive solution
  • Experience with price analyses, source selection/justification
  • Experience developing and delivering presentations (verbal and/or written) to key stakeholders
  • Proficiency in Material Resource Planning tools such as SAP/PRISM
  • Proficiency in Microsoft EXCEL, WORD, PowerPoint, MS Project
  • Ability to work independently with minimal oversight

Desired Skills:
  • A minimum of 8 years of experience in supply chain on complex procurements of factory automation technology solutions or related experience in strategic sourcing, subcontract management or material program management
  • Strong analytical skills sets and the ability to apply critical thinking in every step during the sourcing process
  • Experience with reading and understanding drawings, specifications (including pulling drawings from SAS systems) and other engineering documents including complex SOWs
  • Experience with subcontract compliance with Public Laws, Raytheon policies, Federal Acquisition Regulations (FAR/DFAR), and ITAR and import/export requirements
  • Experience in leading formal negotiations (price, schedule and supplier exceptions to contractual flow down requirements, as well as standard Raytheon Terms and Conditions)
  • Experience with various subcontract types including but not limited to T&M, Labor Hour and FFP
  • Experience with price analyses, source selection/justification

Required Education:
  • Bachelor's Degree BS or BA, preferably in Business Administration, Supply Chain Management, Contract Administration, Finance or other related field


This position requires a U.S. person or the ability to obtain an Export Authorization from the appropriate government agency for non-U.S. persons.
