Raytheon Technologies is seeking an experienced professional to lead the establishment and operation of a cyber training academy in Kuwait, preferably with a background in management, training and/or engineering. The Academy Lead is the primary interface with the customer in collaboratively establishing and operating the cyber academy. The Academy Lead will be the focal point for both the academy operation and associated deliverables, and the development of a national cyber skills framework in coordination with the customer and end users. The incumbent must possess the ability to manage all work package aspects including development, implementation, budget, schedule, deliverables, profit and loss, customer relationship/interface, and direct the activities of other team members.

- Oversee the academy operations including management of academy staff, LMS and skills framework oversight
- Coordinate with stakeholders to insure successful transition operations to the customer at conclusion of contract
- Client interface, strategic planning, and integration of activities at customer site, project strategy, resource and staffing plans, team leadership, schedule management, profit and loss, performance assessment, and project control
- Participate in the implementation and assume management of the skills framework solution
- Participate in kickoff workshop and subsequent reviews
- Lead continuous improvement/change efforts
- Facilitate workflow and ensure compliance with corporate policies and procedures
- Management of key processes and tools to ensure most efficient and effective solutions are possible
- Develop training plans, maintain training schedule, and coordinate with stakeholders to assure successful training delivery
- Attend meetings with customers, stakeholders, team members and represent Raytheon in matters pertaining to the academy and skills framework work packages
- Enthusiastic and energetic performer able to work in a fast-paced, highly visible setting working in dynamic environments requiring ability to assess and prioritize tasks, managing time and resources to meet assigned deadlines
- Self-motivated and capable of performing tasks with limited oversight

Required Skills:
- Proven Leadership and Communication skills
- Demonstrated knowledge of program management processes and tools; specifically product development, earned value, risk & opportunity, change management and account management
- Demonstrated leadership experience coordinating with multiple team members and stakeholders
- Excellent interpersonal skills; establishing and maintaining working relationships with all levels of customer organizations, customers, users, peer groups, associate contractors, and vendors
- Excellent written and oral communication skills, including presentation skills to customers and senior leadership
- Minimum of 10 years of previous project management experience required, along with strong people management and communication skills
- Demonstrated experience managing multiyear, complex programs with $5M to $10M per year in revenue
- Experience in the training/learning industry
- Ability to use a system level approach including integration and leveraging of resources
- Experience in planning, tracking, and the completion of assigned project/program milestones
- Proficient in the MS Office Suite, to include Project
- Ability to the identify, manage, and mitigate technical risk
- Ability to develop and maintain long term relationships with customers
Desired Skills:
- Experience working in the Middle East
- Team building and motivational skills
- Six Sigma and/or PMP certification
- Experience with SharePoint
- Spoken Arabic
