Job Description:
The Release Train Engineer (RTE) is a leadership position within Agile Release Trains. This person is responsible for steering the various Agile Teams on the ART. The RTE is the facilitator of program-level process, execution, metrics and tools as they pertain to Agile Product Development, recommending and implementing best practices as warranted by program execution situations. The RTE works directly with agile roles such as Business Owners, Product Owners and Scrum Masters, and functional support personnel to lead day to day technical execution, establish program cadence, ensure value delivery, and drive continuous improvement. The RTE must have a strong understanding of scaling Lean and Agile in order to continuously maintain alignment of a large development program.
The RTE escalates impediments, coaches, leaders, and teams, and participates in Lean-Agile transformation by standardizing and documenting practices.

Key Job Functions

  • Manage and optimize the flow of value through the program using various tools, such as the Program and Value Stream Kanbans and information radiators
  • Establish and communicate the annual calendars for the program cadence
  • Responsible for effective incremental Program Planning coordination and execution including ensuring planning readiness via fostering the preparation of Vision and work item backlogs
  • Aggregate Team Program Increment objectives into Program Objectives and publish them for visibility and transparency
  • Measure and track program performance execution and Capability completion tracking
  • Ensure periodic synchronization meetings, at various levels of the Program
  • Assist with the economic decision-making by facilitating capability estimation by teams
  • Escalate and track program impediments
  • Drive consistent collaboration between teams, engineering, and system architects
  • Work with product management, Product Owners and other stakeholders to help ensure strategy and execution alignment
  • Facilitate dependency resolution and helping manage early risk identification and remediation
  • Report status to Program management and release management
  • Help structure program teams for effective program execution which may include providing input on resourcing to address critical bottlenecks
  • Attend system demonstrations
  • Drive continuous improvement
  • Assess and drive improvement to the agility level of the program and help improve
  • Encourage team level and program level continuous integration and communities of practice around scaling Agile and Lean, and around Engineering and Quality Practices
  • Coach Leaders, teams, and Scrum Masters in Lean-Agile practices and mindsets


Required Skills:
  • Strong technical aptitude and experience leading and inspiring diverse teams in delivering quality systems or large scale systems involving hardware and software
  • Experience applying Lean Thinking and Systems Thinking in large organizations
  • Understand and articulate the difference between “being Agile” and “doing Agile”
  • Demonstrate the comprehension of a lean-Agile mindset and practices with the ability to develop others in this area
  • Servant leader and communicator with strong interpersonal skills who can:

  • Experience with Lean Portfolio Management facilitation for program, portfolio, and/or executive-level
  • Experience working in an Agile organization using Lean, Scrum, XP, Kanban, Scaled Agile Framework (SAFe), or other scaling framework
  • Prior experience as a Release Train Engineer, Value Stream Engineer, Scrum Master, Product Owner, Project or Program Manager
  • Demonstrated ability to effectively interact with senior levels of leadership and diverse stakeholders
  • 10+ years in the IT or software development fields including new capabilities, operations and sustainment
  • Experience with Bids, Proposals, and Lean Business Cases
Desired Skills:
  • Risk and Opportunity leadership experience
  • Experience managing cost, schedule and performance for complex programs or projects
  • Demonstrated mastery of Agile work item tools such as Rational Team Concert, VersionOne, Jira
  • Experience with Lean Portfolio Management facilitation for program, solution and/or portfolio
  • Secret Clearance or ability to acquire Clearance
  • Experience managing or supporting Classified IT Operations
Required Education (including Major):
  • Bachelor of Science/Engineering degree or higher
  • Scaled Agile Framework (SAFe-SA) or other SAFe certifications
  • SAFe Certified RTE, SPC or above
