Pratt & Whitney (P&W) Military Engines (ME) is seeking an experienced business leader to serve as the Associate Director, leading the Earned Value Analysis and Reporting (EVA&R) organization.  EVA&R consists of three teams, each supporting multiple programs within three key engine program groupings that provide project management expertise through the use of the Earned Value Management System (EVMS). 

You will provide oversight, direction, and development to a team of managers supporting military programs with EV requirements.  The position requires providing expert guidance in planning, executing and closing out ME programs in accordance with the Earned Value Management System Interpretation Guide (EVMSIG) and Defense Federal Acquisition Regulation (DFAR) requirements. 

As the Associate Director, you will provide leadership, guidance and facilitate communication between CIPT/IPT budget owners, the Program Management Office (PMO) and Finance teams.

You should be well versed in implementing an Earned Value Management System (EVMS) and have a broad range of hands-on experience in key aspects of project management and project finance. Additionally, must possess the ability to perform as an independent leader capable of thriving in a fast-paced setting where business objectives can shift on a daily basis, requiring managers to learn quickly in order to maintain customer satisfaction.

Key Responsibilities:

  • Support ME Programs in maintaining a compliant EVMS in accordance with EIA-748 and the DoD EVMSIG.
  • Support the EV Center of Excellence (CoE) in the implementation of an internal EV surveillance program for ME.  Identify EV compliance risks and partner with ME Programs in the development of procedures to effectively mitigate these risks.
  • Participate and/or Lead the closure of EV related Corrective Action Requests (CARs) submitted by DCMA.
  • Provide strategic direction to maintain the balance between a compliant EVMS and executable business process.  This involves providing technical advice and assistance to internal customers and team members in matters related to EVM policies, regulations, guidelines and implementation at the system level.

Basic Qualifications:

  • BS/BA degree required.  Preference in Finance, Accounting, Engineering, and/or Business Administration preferred.   MBA/MA preferred.
  • US Citizenship required due to government contracts
  • A minimum of 8  years of experience on DoD programs requiring the Utilization of Earned Value Management, Including EVMS experience in more than one process area of the EIA-748 Standard for EVMS, (i.e., organizing, planning and scheduling, authorizing and budgeting, cost accounting, performance analysis, and managing changes).
  • At least 7 years of leadership and managerial experience.
  • In-depth experience baselining projects with a hands-on role in schedule and cost baseline development or alignment.
  • 7 + years’ experience utilizing Microsoft Office Suite
  • 3 + years’ experience working with US Government customer 

Preferred Qualifications:

  • Overall 12+ years of professional management work experience is strongly preferred.
  • Strong ability to effectively train others.

  • Strong analytical skills.
  • Professional demeanor with strong oral and written communication skills.
  • Knowledge of P&W EV toolsets (SAP, Primavera, Dassian, eCSVAR) Demonstrated flexibility and adaptability. 
  • Strong ability to focus on process development and execution.
  • Strong ability to clearly communicate within all levels of ME.
  • Strong ability to work and communicate with the US Government, i.e., DCMA, JPO, and USAF
  • Strong project management skills.
  • Demonstrated effectiveness in working across functions, organizations and all levels of management.
  • Strong problem-solving skills with demonstrated understanding and application of continuous improvement principles (e.g. ACE, QCPC)
  • Experience or familiarity with other business systems such as manufacturing management, production control, procurement/subcontracting, quality control/assurance, engineering, information systems, and/or accounting systems.
